Pet insurance appeals — Canada
Canadian pet insurance is regulated provincially. After an internal appeal you can escalate to the General Insurance OmbudService, then your provincial Superintendent of Insurance.

Three-step Canadian escalation
- Insurer internal review. Submit your appeal in writing to the insurer's complaints officer (mandatory under the General Insurance Statistical Agency code).
- General Insurance OmbudService (GIO). If unresolved after the insurer's final position or 90 days, escalate to GIO. Their conciliators are free and non-binding but most insurers accept their recommendations.
- Provincial Superintendent. For market-conduct violations (unreasonable delay, misleading representations) file a regulator complaint. Provincial regulators can fine, audit, and revoke licenses.

Frequently asked questions
- Which Canadian regulator covers pet insurance?▾
- Property & casualty insurers (which write pet insurance) are regulated provincially by each province's Superintendent of Insurance or Financial Services Regulatory Authority. The General Insurance OmbudService (GIO) handles consumer complaints federally.
- How long does a Canadian insurer have to respond?▾
- Most Canadian P&C insurers commit to acknowledgement within 5 business days and a substantive response within 30 days under industry codes. If the insurer is OmbudService-affiliated, escalation can begin after this period.
- Is GIO free?▾
- Yes. The General Insurance OmbudService is free for consumers and funded by member insurers.
- What can a Canadian provincial regulator do?▾
- Provincial superintendents investigate market-conduct complaints, can compel disclosure, and have authority to fine insurers for breach of provincial Insurance Acts.
- Are the rules different in Quebec?▾
- Yes. Quebec's Autorité des marchés financiers (AMF) regulates insurers directly; complaints follow a separate process under the Act respecting the distribution of financial products and services.
